The California Libertarian presidential primary ballot will carry nine names:  Roger Gary, R. J. Harris, Gary Johnson, Scott Keller, James Ogle, Carl Person, Bill Still, Joy Waymire, and Lee Wrights.  The Libertarian presidential primary might be deemed somewhat irrational, because the primary is not until June, and the party will have chosen its nominee in May.

The Libertarian Party didn’t use its presidential primary in California in 1980, 1984, and 1988, because the national convention was before the date of the California primary.  In 1992, the only name listed on the Libertarian California presidential primary was Andre Marrou, who was already the nominee.

Starting in 1996, though, the Libertarian Party national conventions were later than the California primary, so the party started holding multi-candidate presidential primaries in California.  In 1996, Harry Browne won the primary in a 4-way race and went on to be the nominee.  In 2000, Browne won the 5-way California primary and again went on to be the nominee.  In 2004, Gary Nolan won the California 3-way primary but was defeated for the party’s nomination at the convention.  In 2008, Christine Smith won the 12-person primary but she was not nominated at the national convention.

Future-leaning Libertarian, Scott Keller, Announces Libertarian Party Presidential Nomination Bid

Scott Keller officially announces that he is seeking the 2012 Libertarian Party Presidential nomination with a liberty and solution-oriented platform, which promises to turn the economy around in 6-12 months, while paring down the size of the Federal government and returning to the American people many of the liberties they have lost over the past eleven years.

He, like Ron Paul, has set forth a plan to end the Federal Reserve. Mr. Keller has promised to lead the effort to return to a sovereign currency, increase autonomy of States and local towns and cities, bring home all troops not in essential roles overseas, and get the Federal government out of the private lives of American Citizens. His positions on issues have consistently been in favor of solutions that minimize government involvement and help people from all sides of an issue.  "I believe in innovation and the great potential in people.  There's almost nothing we can't accomplish if we just focus on getting it done," says Keller.

Mr. Keller also stands out as the only candidate who openly supports such research and development efforts as The Venus Project, which aims to further shrink the role of government and increase peoples' freedoms.  Also, he supports testing new economic models such as resource-based economies and open source economies. and various forms of local currencies and exchange systems.

He will face off against Gary Johnson, Bill Still, Roger Gary, R. J. Harris, James Ogle, Carl Person, Joy Waymire, and Lee Wrights at the Libertarian National Convention to be held in May in Las Vegas. The Libertarian Party expects to have ballot access in all 50 states for their chosen nominee.

99% PLAN - Scott Keller's Longstanding Plan to Give America back to its People

This paper discusses the 99% Plan of Scott Keller, 2010-2011 edition.  Scott's long standing plan helps 99-100% of the people rather than just a small segment of people.  It helps students, seniors, poor, rich... everyone. 

IMMEDIATE ACTIONS:

IMMEDIATELY call for a halt to all foreclosures, all disconnects of utilities, all auto repossessions, all medical judgements, and all current debt collection, so that we can plan a new way for people to have their needs met and get work done without Big government or Big Corporations ruining Americans' lives because of factors out of their hands (which were originally created by Big Government or Big Corporations), who are now trying to bankrupt all Americans.  This halt would be lifted once America is back on steady economic ground, with new rules and forgiveness.

IMMEDIATELY bring home all non-treaty American troops and shift our focus on being our best here at home.  Start working on America's safety using the military on American soil.

IMMEDIATELY mobilize the American People to help accomplish what one person alone cannot achieve.

As publicly stated before, IMMEDIATELY initiate a return to sovereign money.  Return all Federal Reserve notes to the Federal Reserve and immediately print enough sovereign money to replace these notes and handle the economic load of the Nation, being careful to not overprint.  To get sovereign money into circulation several options are available including establishing grant outlets in every city/state to provide sovereign grants to cities/states/non-profits and the establishment of a true central bank run/controlled by the People rather than foreign bankers with the sole purpose of dealing with for-profit ventures.

IMMEDIATELY start talking and listening to the People of this Nation and of the World.  As President, I would explain to them as least weekly, it not daily, by reporting what has recently been accomplished, what needs to be done, what they can do to produce their 1%, what the big picture is of the American plan to return this Nation back to The People, etc., and share success principles with Americans such as goal setting and expanding awareness.  What are we trying to accomplish as a society?  Where are we going in such a hurry?  What is money, really?  This dialogue with the American People must start immediately and the conversation of only listening to corporation lobbyists and the rich must end now. 

IMMEDIATELY call for an end to corporate personhood.  Or, since the Supreme Court has awarded corporations personhood, corporations must be made to follow the same tax structure as other Americans.  No more loopholes to pay zero taxes and getting refunds after not paying any taxes year after year. 

IMMEDIATELY start efforts to remove most, if not all, regulations from non-profits that limit them from accomplishing their missions.  The waste of government administrative monies taken from each dollar awarded to non-profits must be brought down to a reasonable amount, under ten cents per non-profit dollar.  And non-profits must be allowed to compete head to head with for-profits to raise money to fund their missions.

IMMEDIATELY eliminate all Federal income taxes.  These taxes mainly hurt the 99%, not the top 1%, as the top 1% usually have already avoided or will find ways to coerce elected officials to legislate ways for them to avoid taxes.  SHIFT to sovereign money as soon as possible, but in the mean time, push for a shift to a graduated national sales tax which is 0% on necessities and rises to between 5% and 50% on luxury goods and luxury homes, depending on price.  Establish a graduated tax on profits. 

PUSH for legislation to shift to a graduated capital gains tax.

ALL federal taxes will be divided evenly between the states, regardless of population.

FUND Federal spending allowed by the Constitution, through the money Congress is already supposed to be printing.  Why do we inject money into the system and then take it back through taxes?  We need to understand that taxes are NOT government revenues.

IMMEDIATELY grant sufficient money to cities to purchase all foreclosed and in-foreclosure properties from the banks at market value and share with cities/states how they can accomplish similar actions through use of local currencies and other local economic means/models.

IMMEDIATELY share with people how they can start local co-ops geared towards getting people to work.

IMMEDIATELY share with all people how local economic models can be utitilized, including local currencies and local time banks and even a national network of local time banks. 

IMMEDIATELY share with people how these co-ops and local economic models can be used such that people can pay off their debts quickly and easily.  A new means shall be established for Representatives and Senators and the President to receive the Will of their constituents to ensure that how they vote is in accordance with that Will.  No bill shall be voted on without the full awareness and consent of The People.  No more hiding backroom legislation deals. 

IMMEDIATELY start an educational system overhaul to make it: a) free from birth to death; and b) fully customized, self-paced down to the subject level, teacher-facilitated, computer-aided incorporating all learning styles, and geared towards helping students to far surpass their teachers.

START getting people involved in setting National goals - i.e. dropping our dependency on fossil fuels, setting goals for the space programs, etc. 

IMMEDIATELY a network of local focus groups to give people ways to share ideas with other groups and with the representatives in government.

HEALTH CARE PLANS:

IMMEDIATELY establish a "national" non-profit health insurance organization, free to 100% of the People, that will pay health bills and hold for-profit hospitals accountable for inflated bills/unnecessary medical work done/etc.  Fund it with the sovereign money above and incorporate local economic models.  How would something like this work?  How do we ensure it is corruption-free?

ESTABLISH a reverse compensation model for health care professionals to remove profit as an incentive to keep people sick.

MY 99% PLAN, as outlined above and which has been publicly dessiminated by my Presidential campaign for over a year, will commence immediately upon my election to the Presidency, with a goal to have all measures in place well within four years.

We will be introducing/encouraging local economic models, including the participation in an existing time bank depending on costs associated with them.  We'll be introducing many innovative concepts, including local coops, community gardens, vertical food growth, aquaponics, new building ideas/concepts, new transportation systems, and more to empower the people to rise higher despite the lack of federal money.
